Racoon tail hairstyles?

Ok, so i've seen some people around with this awesome hair feature. It's pretty much the scene/emo kids who have it.

Lets say their hair is blonde.

A section of their hair, (about 2cms width?) is striped like a racoon tail, and brown/black.

Sorry if my description's a bit vague.. very hard to describe!

I've searched EVERYWHERE for how to do it, and pictures, but i've had no luck!!!
