Edit: People here are being jerks. You didn't say anything about wanting them to be healthy also, but that doesn't mean you aren't concerned with them being healthy. You're just not asking about that.
If you asked if it was okay if you wanted your kids to wear underwear, that doesn't mean you're not concerned about them wearing any other clothing. It just means you're asking specifically about the underwear.
And it's the people answering that jump to conclusions that are being racist. You haven't said why you are asking the question, yet they just make assumptions based on their prejudices.

No, but appearance really isn't all that important. Children who are raised with such importance placed on appearance turn to extremes to alter that appearance. Don't have kids unless you can love them for who they are, not who you want them to be.

Doesn't really matter, as you can change the color of both. Hair through bleaching and eyes by using contacts. That's THEIR choice for when they're older, not yours for when they're babies. You aren't racist, no, just odd for wanting a certain appearance for your kids. Most people don't worry about that.
I like playing wth that sort of thing (hair color, etc) just to show how idiotic the whole idea of "race" really is. And not for nothing, but both traits are rare because they're recessive. My mother has platinum blonde hair naturally, but mine is chestnut. If there's a dominant gene to be found, it'll do its best to show up.

Please, children need above all to be accepted and loved unconditionally - if you want your children to be a certain way physically, you can't possibly expect them to be themselves every other way.
This strikes me as very unhealthy. Children are not porcelain statuettes to be owned and admired. You need to love your children no matter how they turn out to be. You need to become more accepting, especially if you plan on raising children.

No matter what colorings your kids inherit in the future, whether you like it or not, make them feel special about it. I don't think you are racist. You just have preferences regarding your offspring's features.
However, if you believed that all people who are not blond with blue eyes should be tortured, killed and/or wiped off of the planet (like A. Hitler did), then I would have to say "Yes, you are definitely racist."

You would have to examine your reasons behind wanting them to have the blonde hair and blue eyes. If its for something random like wanting them to have blonde hair and blue eyes just like their father or grandmother or to look like one side of your family.....then no. Its not racist.
If its because you dont want them to look like another race....well obviously...then it would be racist.
But another poster made a great point. Just wish for a healthy kid. If they grow up not diggin' their hair or eye color...they can get a dye job and contacts.
