you don't really always have to wear it but if you don't always wear something to accent your eyes. not always eyeliner maybe mascara actually always but if no eyeliner make sure ur eye shadow is very close to your skin color. make sure your eye makeup is not the same color as your outfit uless it's brown and remember no blue eyeshadow on anyone it makes them look like clowns!!!
